研究为了达到目标所表现的行为的一种管理理论。这种理论认为，人有了动机就要选择和寻找目标，目标导向行为乃是寻求达到目标的过程。由强烈动机而产生的行为由目标导向行为与目标行为 (直接满足需要的行为) 两方面构成。这种理论强调，要达到任何一个目标，进入目标行为，都必须通过目标导向行为。为了使动机强度经常保持在较高的水平上，有效的办法是交替运用目标导向行为和目标行为。当一个目标达到时，马上提出一个新的更高的目标，并进入新的目标导向过程，从而使积极性始终保持在较高的水平上。
