皮层是植物茎和根中表皮与维管束之间的薄壁组织。植物基本组织的主要成分，在根与茎指表皮与中柱之间的部分。最内部是内皮层与中柱相接，主要是由薄壁组织构成，其组成细胞略长，纵行排列，多数含叶绿体可行光合作用，有时也含淀粉粒、结晶体，是暂时的贮存组织，有时也含有乳管等分泌组织（大戟科）。在草本双子叶植物周边部位分布有厚壁组织、厚角组织、纤维等机械组织（宁麻、榆），又茎呈多角柱状的，主要是在角处集中机械组织（紫苏科）。而纤维则多作为下皮在表皮下方成层。
