电话网是传递电话信息的电信网，是可以进行交互型话音通信、开放电话业务的电信网。电话网包括本地电话网、长途电话网、国际电话网等多种类型。是业务量最大、服务面最广的电信网。 电话网经历了由模拟电话网向综合数字电话网的演变。除了电话业务，还可以兼容许多非电话业务。因此电话网可以说是电信网的基础。 最早的电话通信形式只是两部电话机中间用导线连接起来便可通话。
