即今江西省高安市古称。明洪武二年（1369）改瑞州路为瑞州府。府治高安县（在今江西省高安市）。明初领高安、上高（今江西省上高县）二县；新昌（今江西省宜丰县新昌镇）一州。清末领高安、新昌（今江西省宜丰县新昌镇）、上高共3县。1913年废。 另有辽宁省瑞州，在今辽宁省绥中县北。唐置威州，改瑞州，辽置来州归德军，金改为宗州，又改为瑞州，明改置广宁前屯卫，后为绥中县。
