“火耗”起于明代万历年间，原指碎银熔化重铸为银锭时的折耗。张居正推行“一条鞭法”，赋税一律征银上交国库，把百姓交的碎银熔化重铸为上交的银锭就有了火耗。征税时加征的“火耗”大于实际“火耗”，差额就归官员了。清初的官员沿用了这种做法。而且，“火耗”不断加重：一般州县的火耗，每两达二三钱，甚至四五钱。偏僻的州县赋税少，火耗数倍于正赋。虽然顺治、康熙年间也发过禁令，但并不起作用，以后也就默认了。
