涉外民事关系，是指在民事关系的主体、客体和权利义务据已发生的法律事实诸因素中至少有一个外国因素的民事关系。
第二条涉外民事关系适用的法律，依照本法确定。
Article 2 The application of laws concerning foreign-related civil relations shall be determined in accordance with this law.
第七条诉讼时效，适用相关涉外民事关系应当适用的法律。
Article 7 the proper laws applicable to the relevant foreign-related civil relations shall apply to the limitation of action.
其他法律对涉外民事关系法律适用另有特别规定的，依照其规定。
If there are otherwise special provisions in other laws on the application of laws concerning foreign-related civil relations, such provisions shall prevail.
