海权（海上权利），顾名思义就是拥有或享有对海洋或大海的控制权和利用权，是“国家主权”概念自然延伸。但这种权力的范围涉及军事、政治、经济等多个领域。它不仅仅是简单的控制问题，更重要的是用海洋来开拓一个新的舞台，一个新的时代。海洋对濒海国家的生存与发展有决定性的意义，而要拥有海权，就必须发展强大的海军，海权即凭借海洋或者通过海洋能够使一个民族成为伟大民族的一切东西。
再者，吾人亦可由国家海权（national sea power ）的理念来回答 此一问题。一个国家在海洋上的权益有赖其自身的争取与保障，争取 与保障国家在海洋上权益的力量即是一国之海权。
