“注册造价工程师”：是指由国家授予资格并准予注册后执业，专门接受某个部门或某个单位的指定、委托或聘请，负责并协助其进行工程造价的计价、定价及管理业务，以维护其合法权益的工程经济专业人员。国家在工程造价领域实施造价工程师执业资格制度。凡从事工程建设活动的建设、设计、施工、工程造价咨询、工程造价管理等单位和部门，必须在计价、评估、审查（核）、控制及管理等岗位配套有造价工程师执业资格的专业技术人员。
未取得注册证书和执业印章的人员，不得以注册造价工程师的名义从事工程造价活动。
