汉承秦制，指的是秦统一后，建立了一套以丞相为核心的中央官僚体制。西汉建立后，承袭秦制，虽略有所改，但在汉武帝以前的中央行政体制，基本上没有突破秦代模式。故有“汉承秦制”之说。只是在汉武帝时，中央官制出现了内朝与外朝的划分，皇权也进一步集中。
