民事决定是指人民法院为保证民事诉讼的顺利进行，对诉讼过程中发生的障碍，或者阻碍诉讼活动正常进行的特殊事项依法所作的权威判定。所谓特殊事项，是指这些事项是在诉讼中需要解决，但又不适宜用判决或裁定来解决的事项。
对罚款、拘留民事决定不服申请复议的，审理期限为五日。
