比例税率是指不论征税对象数量或金额的多少，统一按一个百分比征税的税率。我国现行的产品税、营业税、关税、牲畜交易税等都实行比例税率。比例税率计算简便，对同一征税对象适用一个比例，有利于鼓励竞争，实行规模经营。比例税率具体可分为统一比例税率、行业比例税率、产品比例税率、地区差别比例税率、分类分级分档次差别比例税率、有免征额或起征点的比例税率、幅度比例税率等多种形式。
