枢密院司法委员会是英国其中一所最高法院，亦是英国海外领地、皇家属地和部份独立英联邦国家的最高法院。虽然人们常常说要上诉到枢密院（Privy Council），但实则是上诉至“女皇陛下会同枢密院”（Her Majesty in Council），再由女皇向司法委员会征询“意见”。至于对英联邦共和国而言，上诉案件则直接由司法委员会处理。就文莱而言，上诉案件则会送到苏丹，再由司法委员会向苏丹提供“意见”。在以前，司法委员会只会提交一份意见，但自1960年代开始，委员会内若有其他异议也可以提出。
