21世纪是形象时代（Age of Image），“形象力”的竞争将成为市场竞争的主导形式之一。因此，在旅游资源的开发规划过程中，旅游形象（TIS，又叫旅游地形象）的塑造具有举足轻重的作用。如果一个旅游地的形象模糊混乱，则很难对潜在的旅游客源群体造成吸引效应，同时还会使现实的旅游者经历平淡，降低其回头率。而个性鲜明、亲切感人的旅游地形象是形成庞大旅游市场的源泉，并可以在旅游市场上形成较长时间的垄断地位。
