新湾位于湖南省永州市祁阳县龚家坪镇，地处山湾，1961年更名新湾。村委会驻石井塘，辖月塘、神塘、新龙、老屋张家、石井塘、八院、老屋、狮岭、栗山塘等12个村民组。总面积1.8平方公里，耕地53.4公顷，318户，1088人。
