文号即发文字号，是由发文机关代字、发文年份和文件顺序号三个部分组成。年份使用公元纪年，在“〔 〕”内用阿拉伯数字标注。例如：皖政字〔2004 〕18号，“皖政”是安徽省人民政府的代字，“〔 2004〕”是发文的年号，“18号”是该年份发文的顺序号。几个机关联合行文，只标注主办机关发文字号。用文头的文件，发文字号一般标注在文头之下、横线上方居中。
