文书档案是机关、团体、企事业单位在行政管理事务活动中产生的，由通用文书转化而来的那一部分档案的习惯称谓。包括命令、指示、决定、布告、请示、报告、批复、通知、信函、简报、会议记录、计划和总结等。 由于这类档案在其产生、内容和形式上有一定共性，使用这一称谓对研究管理这类档案的工作规律有重要意义。 也有人把文书档案作为与科学技术档案相对而言的各类档案的统称，还包括诸如外交、诉讼、会计、艺术、教学等专门档案和私人档案。这一概念主要在中国使用，有的国家则用与之相近的普通档案或一般档案的概念。
