拒付是“拒绝承付” 的简称，在转账结算过程中，付款方对款项的支付表示异议而不同意付款的行为。通常指采用异地托收承付结算方式的付款方拒绝付款为 “拒付”。拒付的理由一般有： 销货单位发运的商品数量、规格、质量或价格等与购销双方签订的经济合同规定不符。拒付分为两种： 拒付全部价款称为“全部拒付”; 拒付部分价款称为“部分拒付”。付款单位提出的拒付理由，须经其开户银行审查同意后才能成立。银行应本着维护收付双方经济利益的原则认真审查，公正处理。对无理拒付的应按国家规定的扣款顺序扣收价款，如因此形成延付，由付款单位支付赔偿金。目前，采用其他结算方式如果付款方拒绝付款，银行不受理审查，直接将结算凭证退回收款方，由收付双方自行解决。
