自1998年开始，中国已经历了三次成品油定价机制改革。受到国内油价下调预期的影响，国内成品油批发价也持续下滑，2013年3月国际油价持续震荡下滑，已让国际三地变化率掉头向下。据卓创资讯数据监测模型显示，截至3月8日，三地变化率数据已达-1.24%。若后期国际油价维持小幅震荡走势，则三地变化率将有望于3月22日跌破-4%。
