总体规划亦称“总体设计”。是建设单位在编制初步设计和扩大初步设计之前，所进行的一个轮廓性的全面规划。它既包括项目的近期建设计划，也要考虑项目远景发展设想。其主要内容包括建厂指导思想，总平面布置，生产与生活区的规划位置，道路、铁路专用线、河渠、电讯、电网的分布，厂内生产过程流向，与邻近厂矿的协作关系，工艺流程和技术装备水平，工程进度与总概算等。它不仅为初步设计提供依据，而且对发展远景作出规划。
