强学会甫有成议﹐康有为又南下南京游说两江总督张之洞﹐拟在“南北之汇”的上海组织学会。11月﹐上海强学会成立﹐拟定章程﹐说明“专为中国自强而立”﹐以通声气﹐聚图书﹐讲专门﹐成人才﹐成“圣教”。1896年1月12日创刊《强学报》，以孔子纪年﹐“托古以改今制”﹐倡导维新变法﹐提出开议院的政治主张。 是1895年，公车上书失败后成立
