开证行是指接受开证人委托，开立信用证的银行，一般是进口地的银行。开证人与开证行的权利和义务以开证申请书为依据。开证申请书属委托契约性质。开证人通过开证申请书委托开证银行向受益人提供信用，同时代为行使根据买卖合同应由开证人享有的请求受益人交付单据中权利。
