开州，即今重庆市开县。古属梁州之域，秦汉时属巴郡朐忍县地。东汉建安二十一年（216）刘备划朐忍西部地置汉丰县，以汉土丰盛为名。南北朝刘宋（420—479）又汉丰境内增置巴渠，新浦二县，皆属巴东郡；西魏平蜀后改汉丰为涌宁；北周天和四年（569）移开州于永宁，辖涌宁，万世（巴渠改名）新浦，西流（新置）四县。隋开皇十八年（599）改永宁为盛山，改开州为万州。
