平时考核，一般没有严格的时间界限，方法程序上也没有严格的规定。根据近年来的实际做法，平时考核的方式主要有两种：一种是由管理部门或主管部门或主管领导人对所属公务员的情况进行经常性的考核并记录在案；另一种是由公务员个人建立工作记录，主管领导人定期检查核实。
第三十四条公务员的考核分为平时考核和定期考核。定期考核以平时考核为基础。
