所谓市场准入(Market Access)，是指一国允许外国的货物、劳务与资本参与国内市场的程度。《服务贸易总协定》第16条规定，一成员方给予其他成员方服务和服务提供者的待遇应不低于其在承诺义务的计划表中确定的期限、限制和条件。指在国际贸易方面两国政府间为了相互开放市场而对各种进出口贸易的限制措施，其中包括关税和非关税壁垒准许放宽的程度的承诺。
