山水盆景是以观赏岩石为主的一类盆景。制作山水盆景，首先必须进行艺术构思，确定主题，然后按照山石的天然气质，取其全部或局部适宜造型的石料，并以植物及必要配件进行人工雕琢，配置成假山。将奇峰异峦、高峡飞漾、百嶂千峰、洞幽奇景等自然景色，浓缩到浅盆中，盛在几案上，俨如一幅立体山水画，使人如临碧波绿水之前、名山大川之间，意趣盎然。
尽管山水盆景以山石为主，但由于山石上点缀了植物，因此与树木盆景同样地需要进行养护治理。
