外包过程是指组织将产品形成过程中的某个（或某些）过程，委托给具有该过程能力的其他组织代为完成的过程。值得注意的是，GB/T19001—2000标准中所说的外包过程指的是组织的整个质量管理体系所需的过程（包括产品实现中的过程和其它管理过程），它是组织的质量管理体系不可缺少的组成部分，不能删减，而且组织对它的实现应承担全部责任。
对此类外包过程的控制应在质量管理体系中加以识别。
