哈萨克斯坦东北部城市，塞米巴拉金斯克州首府。在额尔齐斯河畔。人口31.7万 （1985）。1718年建为要塞。因河水泛滥，城址于1778年向上游迁移18公里。铁路枢纽；河港。重要的肉类加工中心，并有制鞋、精梳毛呢、羊毛加工、针织等轻工业及水泥、电缆、船舶修造厂等。设有高等学校和博物馆等。哈萨克斯坦独立后，该市改名为塞米伊。该市附近曾是前苏联的核试验基地。
