基础工业是生产基本生产资料的工业部门的总称。其产品主要服务于重工业自身。在我国，一般将煤炭、石油、电力等能源工业、冶金工业、基本化学工业及部分机械工业等称为“基础工业”部门。基础工业是发展工业特别是发展重工业的物质技术基础，它具有有机构成高、占用资金多、建设周期长的特点，因而安排工业生产建设时，应将基础工业置于优先或趋前的地位。
