城市信息系统是在计算机软硬件支持下，把各种与城市有关的信息按照空间分布及属性，以一定的格式输入、处理、管理、空间分析、输出的计算机技术系统，是用以反映城市规模、生产、功能结构、生态环境及其管理的信息系统。
一般从实施的意义上讲数字城市就是城市信息系统（Urban Information System，UIS），只是在广义的理解上称之为“数字城市”。其概念最早来自美国戈尔提出的数字地球。
