国家银行是指执行国家金融政策的中央银行。当代大多数国家中央银行的资金为国家所有，也有一些国家的中央银行并不为或不完全为国家所有，但都代表国家作为全国金融体系的最高管理机构，处在国家的监督之下，贯彻执行国家的金融政策，并负责代理国家财政金库、代国家发行债券、对国家提供贷款等。因此现今世界各国的中央银行，都称为该国的国家银行。我国泛指由国家出面兴办的银行，均称国家银行。
