国债利率是国债发行人每年向国债投资者支付的利率。在面值发行的场合，国债利率是国债利息同国债票面金额的比率;在折价发行的场合，国债利率是国债发行价格与其票面金额的差额同发行价格之间的比率。国债利率的高低，直接影响着国债的发行成本; 国债利率的确定，主要受当期国债的期限长短、市场利率水平高低、利息支付方式等因素影响。由于国债具有信用等级高、安全性高等特点，所以，一般来说，在各种利率中，国债利率是最低的，具有基准利率的功能。但在中国，受银行体制制约，存款风险较低，国债的流动性较差，其利率常常高于同期银行存款利率1～2个百分点。
