受控文件是“非受控文件”的对称。凡是能够产生多个修改状态或多个版本的文件都是受控文件。也就是说凡是存在修改和换版的文件就是受控文件。受控文件主要是控制使用文件的唯一有效版本。一般来说这些文件是长期使用并始终处于修改和换版状态的文件，如：成本手册、程序文件、各种规章制度、定额、标准成本、预算等。
