包装单据是指一切记载或描述商品包装情况的单据，是商业发票的附属单据，也是货运单据中的一项重要单据。国际贸易交易中的货物，除了一小部分货物属于散装货物或裸装货物外，绝大多数货物都需要包装。因此，在通常情况下，包装单据是必不可少的文件之一。进口地海关验货、公证行检验、进口商核对货物时，都以包装单据为依据，从而了解包装内的具体内容，以便其接收、销售。
