列举法，“概括法” 的对称。设置税目的一种方法。一般指按照每一种征税的产品或经营的项目一一列举，分别设置税目的方法。必要时还可以在税目之下划分若干个细目。一般对品种单一、界限清楚的大宗产品采用列举法。如现行产品税，对烟、酒、原竹、原木等应税产品，都采用列举法设置税目。又如，现行营业税，对商业批发和商业零售，也分别列举设置了两个税目，等等。采用列举法设置税目，税目设置较细致，每一个税目包含的范围较小，具体界限比较明确，便于征收管理，也有利于体现税收政策，但税目数量较多，税制比较复杂。
