刑罚功能是国家运用刑罚惩罚犯罪所可能产生的积极的社会作用。刑罚功能主要是刑罚目的的外化，具体表现在以下两方面的功能：（1）个别预防功能。即刑罚对犯罪人所产生的积极作用。具体包括以下三点：其一，个别威吓的作用。其二，限制或剥夺其再犯能力的作用。其三，教育改造的作用。（2）一般预防功能。即刑罚对社会上一般人所产生的积极作用。具体包括以下三点：其一，对潜在犯罪人的警戒和威慑作用。其二，对被害人（及其家属）的安抚作用。其三，对一般守法者的肯定作用。
社区矫正作为刑罚的执行方法还具有改善和实现刑罚功能的意义。
