决标是招标工作程序之一。是最终选择中标单位的过程。决标应在评标的基础上进行。一般来说中标单位的报价应低于标底，但中选的投标单位，其报价不一定是最低标价，还要分析它是否合理可行。决标的标价应控制在标底预先定好的幅度内。参加决标的各方，如发生意见分歧，应由建设主管部门裁决。如果招、投标单位在决标中弄虚作假，违反国家政策和招、投标的有关规定，主管部门有权否定和改变决标决定。
