关税减让是指经济发达国家相互间实行减轻关税，以促进双边贸易的一种措施。资本主义国家过去为了限制外国商品进口，保护本国经济，竞相提高关税，结果妨碍了商品输出。第二次世界大战后，资本主义各国间主要在《关税及贸易总协定》基础上，分别与有关国家就主要商品关税税率进行双边谈判，相互给予关税减让。已达成协议的关税减让，根据最惠国待遇原则，适用于所有协定参加国。关税减让的主要形式有直接降低关税税率；缩小普通税率与优惠税率之间的差额；固定现行税率不变，在规定期间内不得提高；免税进口商品不得任意提价等。
关税减让（Tariff Concession）是指通过谈判，互相让步，承担减低关税的义务。特别指二次大战后在关税及贸易总协定主持下，经由多方谈判所达成的关税减让。
