公共经济学是研究政府经济行为的科学，是政治学、经济学的交叉学科。由于存在着市场失灵，政府必然也必须对经济的运行进行干预；但政府干预同样也存在着缺陷，诸如政府失灵，政策失效。自20世纪80年代以来，世界各国相继开展了大规模的政府再造运动。政府再造就是用企业化体制来取代官僚体制，即创造具有创新惯性和质量持续改进的公共组织和公共体制，而不是靠外力驱使。政府再造就是创造具有内在改进动力、自我更新、自我适应能力的公共部门，重塑政府，使整个政府部门具有高效率。
