价值系统是若干套价值观（信念束）按性质、重要性连结成有功能、有层次的持久组织。罗克奇（1967）认为，价值系统主要是由更可取的“存在的最终状态（生活目标）”或“行为模式”等信念按照其重要性排列成的连续统一体，前者称“终极性价值系统”（terminal value systems），后者称“工具性价值系统”（instrumental value system）。
