农村信用合作社（英文名称Rural Credit Cooperatives，中文简称农村信用社、农信社）指经中国人民银行批准设立、由社员入股组成、实行民主管理、主要为社员提供金融服务的农村合作金融机构。 农村信用社是独立的企业法人，以其全部资产对农村信用社债务承担责任，依法享有民事权利。其财产、合法权益和依法开展的业务活动受国家法律保护。其主要任务是筹集农村闲散资金，为农业、农民和农村经济发展提供金融服务。依照国家法律和金融政策规定，组织和调节农村基金，支持农业生产和农村综合发展，支持各种形式的合作经济和社员家庭经济，限制和打击高利贷。 农信社分为以下部门：农信社合作社、农信社国际金融部门，政通农信社培训学校，农信社信贷部门等，是由银监会和国务院双重领导的部门 [3] 。
