产业集聚是指同一产业在某个特定地理区域内高度集中，产业资本要素在空间范围内不断汇聚的一个过程。产业集聚问题的研究产生于19世纪末，马歇尔在1890年就开始关注产业集聚这一经济现象，并提出了两个重要的概念即“内部经济”和“外部经济”。马歇尔之后，产业集聚理论有了较大的发展，出现了许多流派。比较有影响的有：韦伯的区位集聚论、熊彼特的创新产业集聚论、E·M·胡佛的产业集聚最佳规模论、波特的企业竞争优势与钻石模型等。
