隋开皇元年（581）规定，以尚书、门下、内史（中书改名）、秘书、内侍为五省。大业三年（607），以门下的尚食、殿内等司与太仆寺的骅骝署，合为殿内省，与尚书、门下、内史、秘书合称五省。内侍省改称长秋监。大业末，又改内史省为内书省。唐武德元年（618），改殿内为殿中；三年，复中书省原名。高宗时，曾改内侍监为内侍省，有六省之名。
