两制，唐、宋翰林学士受皇帝之命，起草诏令，称为内制；中书舍人与他官加知制诰衔者为中书门下撰拟诏令，称为外制。翰林学士与中书舍人合称两制。宋以后仍有两制习称，而诏令皆由翰林院起草，与唐、宋不同。
