专科一般指大学专科（高职高专）层次，是大学的组成部分，区别于本科。大学专科教育主要由高职（高等职业技术学院）和高专（高等专科学校）承担，部分本科高校亦开设有专科。专科层次不颁发学位，毕业颁发专科毕业证书。 高职和高专都属于普通高等教育的专科层次，前者偏技术，后者偏理论，侧重点不同，无本质差别。两者培养目标是统一的，在完全中等教育的基础上培养出一批具有大学知识，而又有一定专业技术和技能的人才，其知识的讲授是以能用为度，实用为本；两者招生是并轨的。
