不定期航班（Non-Scheduled Services）:是指航空承运人或航空运营人不以取酬或出租为目的，未通过本人或者其他代理人以广告或者其他形式提前向公众公布的，包括起飞地点、起飞时间、到达地点和到达时间在内的任何载客运行。
提供定期航班服务的承运人，或提供不定期航班但营运19个或以上座位的飞机的承运人，必须指定一名以上投诉处理人。
