所谓上计，即由地方行政长官定期向上级呈上计文书，报告地方治理状况。县令长于年终将该县户口、垦田、钱谷、刑狱状况等，编制为计簿（亦名“集簿”），呈送郡国。根据属县的计簿，郡守国相再编制郡的计簿，上报朝廷。根据考核结果，予以升、降、赏、罚。“上计”制度的建立，更意味着中央对地方财政控制的加强。
