三读(Reading) 是立法机关的一种立法程序。由于进行该程序时，法案或议案的草案之标题会被三度宣读，因而该程序被称为三读。其中以英国议会为首的西敏制（威斯敏斯特体系，Westminster System）议会的三读程序最为典型。另外三读多为“全会中心制”议会采用，而“委员会中心制”议会则可能不采用或者采用其变体。
