Tommy Gallagher said it would have thepractical effect of raising the price of quarried material and put Northern Ireland at a competitive disadvantage to the Republic of Ireland.
The report said it would not be practical to refurbish the building, removing all the asbestos, given other upgrades and safety improvements that would needed.
