In a deal reached in the small hours of Thursday morning, Mr Mahuad gave way: fuel prices partly down again, fresh agreed measures (notably, the reinstatement of income tax) to raise revenues, an end to the emergency, and withdrawalof the non-tax bills, to be sent to Congress one-by-one later.
