Although the Philippines has made significant progress towards the provision of Education for All (EFA) and, in turn, achieved high enrolment rates (91.4 per cent) in primary education and high youth and adult literacy rates (94 per cent), pockets of illiteracy and people withlimited access to education remain.
The problem for Mr Darling is that there's so little money to do the alleviating with, that his options for making a real difference to people's pockets in these straitened times is severely limited.
